U.S. Coast Guard Cutter Kimball (WMSL-756) Dry Dock FY23
Scheduled Maintenance, 2023

Pacific Shipyards International (PSI), recently dry-docked the USCGC Kimball at Pier 24 in Honolulu Harbor. The U.S. Coast Guard (USCG) awarded the contract to PSI for the Kimball’s first dry-docking maintenance period since her launch in 2016 and Honolulu arrival in December of 2018. PSI was awarded the contract as part of a competitive solicitation and a small business set-aside. Completing this work will ensure the safe operation of the cutter for the next five years.

“PSI and our parent company, Pacific Marine, had the foresight over five years ago to make the largest investment in the company’s history: a 444-foot floating dry dock,” said Iain Wood, CEO of PSI. “PSI invested in the new dry dock to support Hawaiʻi’s commercial and DoD maritime community. In anticipation of the National Security Cutter’s arrival in Hawaii, we purposefully designed the dry dock and specialty docking towers to safely support the cutter, so it is very gratifying to finally see the ship in our dry dock. The Kimball and her crew are vital in maintaining an open and strategically independent Indo-Pacific. PSI is proud to directly support this vision of maintaining the “Freedom of the Seas” and protecting our country’s freedom and those of our trusted allies.”

The USCGC Kimball (WMSL-756) is the seventh Legend-class cutter, also known as the National Security Cutter, and one of two that are homeported in Honolulu. Measuring 418-feet with a cost of $670 million each, they are the largest and most technologically advanced vessels of the Coast Guard’s cutter fleet. They can operate throughout the challenging Pacific Ocean with a range of 12,000 nautical miles, routinely conducting operations from South America to the Arctic. The work performed by PSI will last 90 days and include painting the entire vessel, shaft alignment and bearing inspections, steering system service, multiple structural modifications and a complex valve overhaul.

Super-Yacht Lonian
Scheduled Maintenance, 2022

In 2022, PSI dry-docked the motor yacht Lonian, a 285 ft super-yacht built by Feadship and owned by an American businessman. The work package included maintenance on various mechanical systems and complete underwater hull preservation. The success of the availability on a luxury megayacht expanded PSI’s portfolio beyond commercial and DoD ship repair, validating PSI as a leading shipyard in the Indo-Pacific.

USS Bowfin
Scheduled Maintenance, 2022

PSI was proud to be the selected shipyard to perform the scheduled dry dock maintenance for the 80-year-old World War II USS Bowfin submarine. PSI cleaned years of underwater growth, performed various internal and external steel repair, and gave her a completely new paint job. The critical work will extend her life as an exhibit at the Pacific Fleet Submarine Museum. Built in 1942, one year after the attack on Pearl Harbor, the submarine gained the nickname the “Pearl Harbor Avenger.” Today, the submarine is one world’s best preserved Balao-class submarines and PSI is honored to help preserve this National Historic Landmark.

USS Daniel Inouye (DDG 118)
Post Shakedown Availability, 2022

Pacific Shipyards International (PSI), Hawaiʻi’s premier shipyard, delivered the USS Daniel Inouye back to the fleet three weeks ahead of schedule after a 4-month Post Shakedown Availability (PSA).

The early delivery of the USS Daniel Inouye (DDG 118) is a mark of world-class distinction for PSI, as global supply chain issues, constrained labor markets, and various other socioeconomic factors have caused delays and overruns at ship repair facilities and ports across the nation.

The USS Daniel Inouye is the first of three U.S. Navy Arleigh Burke-class guided-missile destroyers scheduled for PSAs at PSI. The contract, awarded in 2021, has a total value of up to $49.7 million which creates stable, long-term employment for Hawai‘i-based workers.

PSAs encompass the correction of government responsible trial card deficiencies, completion of new work identified between ship custody transfer and the start of PSA, the incorporation of approved engineering changes, and other work items as required by the government.

“We’re proud to validate the trust of the U.S. Navy in PSI to keep the fleet fit to fight,” said Iain Wood, CEO of PSI. “It is key to the nation’s commitment to a free and open Indo-Pacific to keep the critical assets operating out of Joint Base Pearl Harbor-Hickam in perfect working order.”

The Navy’s continued selection of PSI for fleet-critical projects shows its confidence in the locally-owned, small business that has been the leader of Hawaiʻi’s maritime industry since 1944.

Dredge Vessel Essayons
Overhaul

USS CHUNG-HOON (DDG 93)
Selected Restricted Availability (SRA)

In August 2021, Pacific Shipyards International completed a 9-month Selected Restricted Availability (SRA) on the USS CHUNG-HOON (DDG 93). As the selected prime contractor, we performed management, repair, maintenance, and modernization of over 96 separate work items.

PSI took great pride in working on the USS CHUNG-HOON. It is named after Admiral Gordon Pai’ea Chung-Hoon who was born and raised on Oahu. He was awarded the Navy Cross and Silver Star for his heroism during WWII when he safely brought the ship he commanded to homeport after it was attacked and nearly sank.

USS Michael Murphy
Selected Restricted Availability (SRA)

PSI was proud to answer the call when the USS Michael Murphy (DDG 112) needed life cycle maintenance, repairs, and modernization for the Selected Restricted Availability (SRA). PSI was the prime contractor and lead maintenance activity to oversee the entire project with a total contract value of $32M. The availability included the installation of a new RAST system coating, modernization of the ship’s combat systems, and replacing its underwater bearings.

“From the commanding officer’s perspective, the project management team from the government and contractor side was always present, driven and invested in getting any complex problems addressed. It was a pleasure to work with people who care to deliver their best work.” — Commanding Officer Scott Maloney, USS Michael Murphy Commanding Officer

SBX-1
Maintenance and Preservation

Pacific Shipyards International was awarded the SBX-1 2020 Maintenance Repair Availability (MRA) to perform management, repair, maintenance, and modernization of the USNS SBX-1 at Joint Base Pearl Harbor Hickam (JBPHH). The Sea-Based X-Band Radar (SBX) is a floating, self-propelled mobile radar station as part of the Missile Defense Agency’s Ballistic Missile Defense System. PSI’s contract consisted of 80,000 man-hours over a 120-day availability and was completed five days early.

At the completion of the project, the SBX-1 Port Engineer applauded PSI’s performance by stating, “Without a doubt, this is most efficient I’ve seen your organization in the 12 years I’ve been working with you.”

Pearl Harbor Caisson
Highly-Specialized

For the first time in history, a Pearl Harbor dry dock caisson was overhauled at a private facility. In 2019, PSI was happy to partner with the U.S. Department of Defense and GSI Pacific Inc., on the highly-specialized task of overhauling a Pearl Harbor dry dock caisson. The ability for a private contractor to perform the overhaul is incredibly beneficial because it allows for the continued operation of the other government dry dock for ship repair activities that would otherwise be used to conduct the overhaul of the caisson.
